As reported previously, employees at the FAA’s Service Centers voted for PASS to be their exclusive representative and the election result was certified on April 23. On their ballot, operational research analysts (ORAs, job series 1515) were presented with two questions because of their technical designation as “professional employees”: 1. Did they want PASS to be their exclusive representative, and 2. If so, did they want to be included in the larger Mission Support bargaining unit. The ORAs voted yes for PASS representation but chose not to be included in the Mission Support bargaining unit.
This resulted in the Federal Labor Relations Authority (FLRA) recognizing them as a separate bargaining unit and, from a practical perspective, meant that they were not covered by a collective bargaining agreement (CBA). As for the rest of the Service Center employees, they were automatically covered by the existing ATO CBA.
We are pleased to announce that after some discussion and bargaining, the agency has agreed with PASS to apply the ATO CBA to the ORAs and they will now enjoy all the benefits and rights of the contract.This is a positive development as this would be a challenging climate in which to engage in new contract negotiations. PASS was committed to ensuring that these employees not be treated any differently from their colleagues who are also represented by PASS. Welcome to these new members!
